"Protecting Pups" donates equipment to Marshall PD-K9 unit

The community organization “Protecting Pups” donated several pieces of equipment to the Marshall Police Department K9 Unit.
Protecting Pups is a community organization that uses donations from the East Texas community to buy protective and training equipment for local law enforcement K9s.
Equipment includes ballistic vest, heat alert/deployment system, cooling vest, cooling mats, spill proof bowls and training rewards.
Protecting Pups donated several pieces of equipment which will help K9’s Amor, Polux and Zorro stay safe during their shifts on patrol.
The donations included a cooling vest for each dog which will be utilized in long distance tracks of suspects, spill proof water bowls to be placed in each patrol unit, cooling mats for each dog along with a bite sleeve and training rewards for each dog.
Officer Maguire and K9 Amor also received a heat alert/deployment system for their patrol unit due to the current one needing to be replaced.
All items received from the Protecting Pups organization will help in further training of K9’s Amor, Polux and Zorro, as well as keeping them safe during their shifts.

This organization helps several K9 units in the East Texas area including Tyler and Longview’s K9 Units.

K9’s Amor, Polux and Zorro are not only police dogs they are part of the Marshall Police department family. Rational Model


The implementation of red lightcameras in our city would be a good place to use the rational model approach.  I say this because the implementation of the red light cameras will be done in a logical, step-by-step installation process.  There is a set fee that has been agreed upon by the city and the company that we are doing business with.  The installation will be based on a rational agreed upon financial agreement based on the economic theory.   We can assume that the outcome will be completely rational as it has been predetermined.  The best alternatives have already been vetted and the best alternative has been chosen.  Since there is a pre-agreed contract for the installation that decision maker is aware of all the possible alternatives.  With this decision the decision maker can calculate the probability of success for each alternative.  With the raw data and the future data that comes in the decision maker can strive to optimize for the best possible alternative. 
I am going to use a decision that I have made in the past where I thought it was best to satisfice rather than to optimize.  I have never been a fan of the 12 hour work schedule.   I think that a person is not designed to work 12 hours straight in a stressful situation such as police work.  When I first arrived in Marshall, Texas as the police Chief I was advised that an efficiency study had been done that showed that the best shift for the officers to work was an 8 hour shift.  I in turn think that the best schedule to work is that of a 10 hour shift.  The officers on the other hand prefer to stay on the 12 hour shift because it affords them with more time off which translates to quality time with family.  The officers made it clear that they would not be happy with a change in a schedule time.  I had a few discussions with the officers and came to the conclusion that it would be best just to leave things as is.  It was best to satisfice the needs and wants of the officers in order to maintain the morale of the officers.
The Z-model was also used in making the decision on staying on the 12- hour shift.  I had to use the Z-model in making that decision based on the fact that after weighing the impact that the change in shift would have on my officers it was best to stay on the 12-hour shift.  The efficiency study stated one thing, I wanted yet another schedule, and the officers wanted to stay on the shift that they have been on for the past 5 years.  After weighting it out I decided to go ahead and keep the officers on the 12-hour schedule as I stated above.  The effectiveness of the decision was right on the money as I was able to build trust with my new officers and show that I truly had their best interest in mind.
I have not been able to recall a time where I made a decision that I did not weight out first.  I will say that the past administration had driven the morale off the officers into the ground to the point that they commenced an unofficial work slowdown.  The administration before mine did not take the opinion of the officers or their best interest into consideration.  The outcome was a department that had a low morale when I took over it.  What I have stated above is a good example as to why we must always make sure to weigh the impact of all of our decisions.




On August 18, 2014, Jesus Eddie Campa was officially sworn in as Chief of the Marshall Police Department. Chief Campa was born and raised in El Paso, Texas. Chief Campa is currently attending the very prestigious Northwestern University Police Staff and Command.  Chief Campa is a recent graduate of the International Association of Chiefs of Police, Leadership in Police Organizations Course, and the Leading by Legacy Course; he holds a Master of Science Administration of Justice and Security Degree as well as a Bachelor of Science in Criminal Justice Administration. Chief Campa is also a 2010 graduate of the FBI Command College held at UTEP and is currently attending the Northwestern University School of Police and Command.  Chief Campa has developed the No Colors No Labels Initiative to address the misconceptions that communities have that the police are racially motivated.  
Chief Campa began his career in law enforcement with the El Paso County Sheriff’s Office in 1994 as a Detention Officer and after 20 years of service retired as the Chief Deputy of Law Enforcement for the El Paso County Sheriff’s Office. As the Chief Deputy of Law Enforcement he oversaw the day to day operations of the Narcotics Bureau; Criminal Investigations Bureau; Patrol Bureau and the Support Services Bureau. He has served on numerous boards and committees, as well as developing many new educational programs such as Sheriffs Town and the Anti Bullying Coalition. Chief Campa has received many awards to include being named Optimist International Law Enforcement Officer of the Year and the recipient of the very prestigious National Sheriffs’ Association Medal of Merit. After retiring Chief Campa served as Chief of Police for the Ector County Independent School District for a short time before being named Chief of Police for the City of Marshall.
Chief Campa brings a vast array of knowledge in the areas of law enforcement, leadership, management, and community service to the City of Marshall. The Police Officers and Staff of the Marshall Police Department wish Chief Campa the best and pledge full support in his new position.
